* Proposal for mergers in the presently decentralized Swedish forest management organization

The Swedish forest management organization shall be merged into one single authority. The regional forest management agencies are to be abolished and commissions to forest owners shall be separated from public authority.

That is what County Governor Maggi Mikaelsson has proposed to Ulrica Messing, Minister of Forestry. The Swedish Government has commissioned a study on the subject from Ms Mikaelsson.

Ms Mikaelsson's proposal is to merge the regional forest management agencies with the Central Forest Management Agency to form one single administration. Broad based regional councils shall replace the boards of the regional forest management agencies. Increased co-operation with the county administrative boards will be an important element.

We must safeguard the confidence that the forest management organization presently enjoys and also its local links, but on the other hand we need a more coherent operational framework. This proposal creates opportunities for improved cost efficiency.

Measures to promote forestry are to be treated as a priority matter in the EU Programme for Rural Development.

In my opinion Sweden should seize the opportunity to get subsidies also for certain forestry promotion measures, says Maggi Mikaelsson. Such measures are e.g. competence improvement, small scale processing and certain labour intensive forest tending methods. It is self-evident that these measures shall promote environment conservation.
